The California Highway Patrol (CHP) uses VHF low-band radio communications which can be monitored on any scanner. Cal Fire is high-band and also analog.
All Orange County law enforcement agencies on a countywide encrypted digital radio system. No scanner can or will ever be able to monitor Orange County law enforcement. Note that the CHP can be monitored on any basic scanner. Orange County fire and EMS services can be monitored on an analog trunking scanner. Orange County public works on a digital trunking scanner and Orange County interoperability (channels used by multiple agencies in cases of incidents and emergencies) are a mix of analog and digital trunking. While a standard trunking scanner will work for fire and EMS a digital trunking scanner is a good choice for Orange County as it will allow the user to monitor all interoperability channels, fire and public works and also the LAPD if one is close enough to that county.
