The Maryland State Police operates primarily a VHF low-band conventional radio system which can be monitored on any scanner including basic low-end models. Other state agencies also operate conventional radio systems.
Harford County uses a mixed digital and analog trunking radio system for county sheriff, police, fire and EMS radio communications. Most public safety communications are digital. Therefore the best Harford County police scanner radio is a digital scanner model which will also work for non-digital and non-trunked radio systems. Note that there are some talkgroups on this trunking system which are encrypted and cannot be monitored. Most are not encrypted however.
