Rowan County Options for Police, Fire and EMS Scanners.
The North Carolina Highway Patrol operates a conventional VHF low-band radio system which can be monitored on any police scanner. However, the state is building a new statewide radio system known as VIPER (Voice Interoperability Plan for Emergency Responders) that will eventually replace the low-band system. VIPER is a trunking system. The NCHP primarily operate in an analog mode that can be received on any trunking scanner, but other agencies operate in the digital mode. The system is also
used by many city and county agencies in selected areas of the state.
