Important Notes about Pennsylvania:

The Commonwealth of Pennsylvania is slowly implementing an OpenSky digital trunked radio system statewide that will be used by Pennsylvania State Police and other state agencies as well as local agencies. The system has not been fully implemented and cannot be receievd on scanners.

The best choice for a police and fire scanner for Pennsylvania depends on the locale, but generally any scanner will receive some if not all public safety communications.

Important Notes about Lebanon County:

Lebanon County, Pennsylvania, uses analog radio frequencies but not digital communications. The county is using an EDACS trunking system that includes analog and digital trunking, however, only the analog trunking communications can be heard on a scanner. The city of Lebanon Police cannot be monitored but the fire department can. The best Lebanon County police scanner radio includes all trunking scanner models.
