The Commonwealth of Pennsylvania is slowly implementing an OpenSky digital trunked radio system statewide that will be used by Pennsylvania State Police and other state agencies as well as local agencies. The system has not been fully implemented and cannot be receievd on scanners.

The best choice for a police and fire scanner for Pennsylvania depends on the locale, but generally any scanner will receive some if not all public safety communications.
